[Tianwang Sichuan April 7,2012]This afternoon,informed sources contacted the China TianwangHuman Rights Center with the news that that large numbers of Beichuan police intercepted a group of May 12, 2008 Sichuan earthquake victim-petitioners and that the two sides have clashed. 


According to reports, yesterday evening over 50 Beichuan County,Sichuan May 12 earthquake disaster victim-petitioners arrived at the Mianyang train station to board the K1364 train to Beijing to petition and present their rights protection appeals to the central Communist Party and government authorities.At 30 minutes past midnight, many Stability Protection personnel from Mianyang City and Beichuan County arrived at the train station and,led by police skipped security procedures as they charged in.They had a intense confrontation with the Beijing-bound petitioners.


Many of earthquake victim-petitioners were injured in the sharp confrontation between Mianyang Stability Protection personnel and the earthquake disaster victims.According to informed sources,the Beichuan County authorities knew beforehand that earthquake victim-petitioners were going to go to Beijing.Beichuan County deployed all the party and government cadres and police that it could at Chengdu,Mianyang,Jiangyou and other transportation hubs to search for petitioners. Beginning on April 5, Beichuan County set up roadblocks on all roads out of the country in an effort to stop the earthquake disaster-petitioners.


The home of Beichuan County rights protection representative Li Yiqian was surrounded by police on April 6 and did not leave until Li Yiqian was taken by the authorities during the early morning of April 7.  The whereabouts of Li Yiqian and another rights protection also seized are not known and they are still in police custody.  The whereabouts of another Mianyang resident who was taken away by police for speaking up for the disaster victim-petitioners and for taking photographs.

 

 

Promises of Help and Resettlement to Eighty Thousand May 12 Earthquake Victims are Unfulfilled; Seven Rights Protection Representatives Charge New Beichuan with Corruption.


According to reports, during the construction of thew new county seat for Beichuan County, six villages of Changle, Hongqi, Wenquan, Dongyu, Hongyan, Dongsheng in the former An County were to be renamed Beichuan Yongchang Township of Mianyang City. The township was planned for a population of 10,000 villagers and 60,000 mu (10,000 acres).  Yet at present the township villagers can only use several thousand mu with the remaining land of over 50,000 mu of good farmland is being used by some township cadres as a source of gravel and rocks.


The entire process of building the new Beichuan involves seven Changle and six other villages of what was originally An County with a population of over 10,000 people.  Adding to them Yong'an and Anchang townships which have a population of over 70,000 people, the total comes to over 80,000 people.  During the administrative realignment process, 80,000 disaster victims of An County did not benefit from the same assistance as did the people of Beichuan County.  During the reconstruction process, they could not enjoy the same benefits as did An County.  As a result, in Huangtu Township in An County alone, over 800 people have not benefited from any resettlement assistance.
