According to the report, Diao Yuqing is a peasant from Qiaojia Township, Yuchi County, Guang'an City, Sichuan Province who because of repeated disputes about a land contract has been petitioning to higher authority about this case for several years. In 2010, she was detained for 14 days by the Yuchi County Public Security on the accusation of damaging green shoots of rice. Later he family paid bail of 2000 RMB to get her out of jail.
On June 15, 2012, Diao Yuqing visited the Guang'an City Agriculture Bureau to request that the Agriculture Bureau resolve the matter. The Agricultural Bureau said the case is complex and the complaint will be handled according to the law. On June 24, Diao Yuqing when Diao Yuqing was leaving home after presenting a petition she was violently prevented from doing so and forced to return home.
